Background

The Jordan Tourism Board Activity (JTBA) is a three-year, $16.2 million program funded by USAID, with the primary goal to strengthen Jordan’s tourism sector through support to the Jordan Tourism Board (JTB). JTBA will enhance JTB’s efforts to strategically position and promote Jordan as a distinctive destination. Further, the JTBA will increase domestic and international tourism to primary and secondary sites, boosting the country’s gross domestic product (GDP) and enabling economic growth and job creation across the tourism value chain. The program will achieve its objectives in close coordination with the Ministry of Tourism and Antiquities (MoTA) and local and international partners. The project is implemented by SEGURA Consulting with support from international and local subcontractors.

Position Description

The Human Resources and Office Manager oversees day-to-day aspects of human resources and office management. This includes the implementation of HR and compliance with administrative policies and procedures, ensuring smooth operation of the office facility and related logistics, support during project events as needed, and other tasks as directed by the Director of Finance and Operations.

Responsibilities

 1) Human Resources Management/Recruitment

  • Overseeing the complete recruitment process, which includes developing SOWs with technical specialists for both short-term and long-term positions, advertising open positions, evaluating and shortlisting candidates, arranging interviews and assessments when necessary, handling pre-employment documentation and references, and assisting in packaging documents for submission to USAID.
  • Organizing and coordinating new staff orientation and follow-up trainings in issues related to HR, financial and administrative procedures, procurement and other areas in collaboration with IT, finance, and procurement teams.  
  • Coordinating the performance review process for project staff, including probationary review and performance management/improvement plans as needed.
  • Managing the employment lifecycle, including processing resignations, end-of-contract terminations, contract renewals or modifications, and any disciplinary actions for staff, all in compliance with USAID regulations, project policies, and local laws.
  • Maintaining personnel and HR records, both in manual (hard copy) and electronic formats as needed, updating and reconciling on a regular basis; monitoring staff requests for leave and applicable balances

2) Office Management

  • Providing day-to-day office management, including maintaining facilities, ensuring cleanliness and orderliness, replenishing supplies as needed related to kitchen, stationary, supplies and toiletries, and scheduling periodic maintenance for equipment and systems, including coordination with Procurement & Compliance Manager to acquire or replace office equipment, ensuring that inventory records are updated appropriately.
  • Managing travel requests and providing logistics support to all team members, including overseeing the schedule and activities of project driver(s)
  • Maintaining and updating administrative policies and procedures, files, and records in hard copy and electronic format and communicating relevant changes to staff in conjunction with Director of Finance and Operations
  • Managing the petty cash fund, ensuring compliance with policies and procedures and timely replenishment of the fund.
  • Providing administrative support to the Chief of Party (COP), Deputy Chief of Party (DCOP), Institutional Development Specialist, and Director of Finance and Operations as directed.

Minimum Qualifications

  • Bachelor’s/undergraduate degree in relevant field
  • 10+ years of progressively responsible experience in HR and operations, recruitment, and office management, with at least 5 years of experience with USAID projects in Jordan.
  • Deep knowledge of local laws, USAID rules and regulations, and best practices related to labor, personnel management, inventory management, and compliance.
  • Ability to perform high-level duties with minimal supervision.
  • An extremely well-organized and self-directed individual with the ability to multi-task effectively, think proactively and creatively, and maintain a sense of humor and balance
  • Fluent Arabic as well as excellent written and oral competencies in English.

Location

The HR and Office Manager will work from the JTBA project office in Amman, Jordan.
