Background

The Jordan Tourism Board Activity (JTBA) is a three-year, $16.2 million program funded by USAID, with the primary goal to strengthen Jordan’s tourism sector through support to the Jordan Tourism Board (JTB). JTBA will enhance JTB’s efforts to strategically position and promote Jordan as a distinctive destination. Further, the JTBA will increase domestic and international tourism to primary and secondary sites, boosting the country’s gross domestic product (GDP) and enabling economic growth and job creation across the tourism value chain. The program will achieve its objectives in close coordination with the Ministry of Tourism and Antiquities (MoTA) and local and international partners. The project is implemented by SEGURA Consulting with support from international and local subcontractors.

Position Description

The Institutional and Product Development Specialist supports the Institutional Development Team Leader in technical activity implementation as well as work planning. Specifically, the Institutional and Product Development Specialist will be the primary technical point of contact to oversee the successful implementation of Jordan Tourism Board (JTB)-facing activities related to product development and institutional development. The Institutional and Product Development Specialist also supports activities related to JTB’s marketing activities, especially in relation to JTB’s Strategy development. The Institutional and Product Development Specialist provides technical stewardship and excellence in working with JTB on product development, institutional development and capacity building underpinned JTB strategies and aligned with the National Tourism Strategy and overall direction of the GOJ. Lastly, he/she liaises with various GOJ representatives, private sector stakeholders, civil society, and tourism service providers, as needed.

Responsibilities

  • Assist the Team Leader in the management of the various technical activities related to development of products and experiences, institutional development, and demand-driven support
  • Serve as JTB’s main technical liaison and POC on the activity team related to Institutional and Product Development;
  • Lead sub-activities related to digital marketing, adventure travel, capacity development, and accreditation, and support the implementation of other sub-activities as directed by the Team Leader
  • Support the successful implementation of demand-driven activities in his/her areas of experience
  • Support the successful implementation of activities related to marketing or under other components, as requested;
  • Apply in-depth technical expertise, ensuring an integrated vision among objectives and focus on achieving results;
  • Ensure that activities are results-oriented, that deliverables are high quality, and that reporting is relevant and timely; 
  • Focus on achieving results in all areas on schedule and ensuring synergies and cohesion between activities; 
  • Participate and engage in technical meetings and maintain positive relationships with relevant government officials, partners, and other stakeholders
  • Partake in JTB marketing strategy development discussions and activities;
  • Support the COP in building relationships with Government of Jordan counterparts, and other project stakeholders and partners in the public and private sectors;  
  • Actively take a role in developing and implementing annual work plans, reflecting the needs and priorities of USAID and local stakeholders;   
  • Practice effective coordination with cross-cutting technical resources to ensure timely and quality activities implementation.

Minimum Qualifications

  • Bachelor's degree in a relevant field
  • At least ten years of progressively responsible work experience in Jordan’s tourism sector and other similar destinations;
  • At least ten years of experience in institutional development and capacity building in the tourism sector;
  • Proven experience in product and experience development, with a strong preference for work in Jordan;
  • Experience in working with key stakeholders within the tourism sector, including MoTA, and JTB;
  • Strong writing and oral presentation skills in both English and Arabic;
  • Excellent communication, presentation, teamwork, and interpersonal skills.

Location

The Institutional & Product Development Specialist will work from the JTBA project office in Amman, Jordan.
