Accountabilities
Package Head is responsible for the packages in WHP from the start of EPCIC phase.
He/ She will be Company Representative Delegate at Contractor’s premises, upon Package Manager request.
He/ She will support the Package Manager to manage all activities concerning the Package from Detail Engineering, Procurement, onshore Construction, offshore Installation, Commissioning, up to transfer to Operations. During the Package execution he/ she will manage dedicated teams to cover all the phases of package activities, and will be accountable for:
- development of HSE culture on the Package through all phases of EPCIC,
- development and implementation of a Package organization for smooth Project development and technical coordination,
- proper interface with other entities to properly and timely define the integration projects scope of works,
- management of the Package in accordance with Statement of Requirements, company specifications and contractual requirements,
- delivery of high-quality detail engineering dossier for EPCIC phase,
- fit-for-purpose design by Contractor that is constructible and that fulfils operational requirements and has low maintenance and running costs,
- execution of EPCIC in line with HSE, cost, planning and QA/QC objectives,
- contract management with EPCIC regarding technical matters, commercial and contractual matters in close coordination with Ruya Batch 1 Package Manager
- planning and formal requesting for internal technical reviews (Project Reviews, HAZOP, etc.) applicable during EPCIC and startup phases,
- Project progress control (technical, schedule) and that the Project is executed in accordance with the organization’s safety regulations, with quality conformance and delivered within schedule,
- smooth and timely transfer of installation to the operations.
ACTIVITIES
- To promote & comply with applicable safety instructions and other HSE procedures in all activities,
- To carry out work in compliance with organization values and policies, relevant laws and regulations, agreed organization priorities and objectives, standards and procedures and good industry practices,
- To treat all information obtained during course of the work with confidentiality,
- To deputize the Package Manager as Company Representative Delegate, upon Package Manager request,
- To manage a team with high level of motivation and diligently to meet the Package requirements,
- To establish lean management system in the Package organization through training, deployment of lean tools and delivery of results,
- To assist in defining the Package LOP budget and Work Time Schedule with objective to reduce the costs and optimize the duration and to ensure compliance with these up to Project Close-out,
- To keep management and shareholders regularly and properly informed on Package schedule with forecast for the Project completion through an efficient reporting system,
- To interface with Field Operations team members in developing SIMOPS, tie-ins and shutdown scope, philosophy and schedule for the site activities - new platforms installation, hookup, commissioning and integration works,
- To interface with Ruya Batch 1 other Packages and with stakeholders for offshore works,
- To manage assistance from shareholder specialists (remote head office), when required during all phases,
- To apply the Project defined contracting strategy and procurement (LLI) strategies,
- To manage Detail Engineering and Construction Works progress including follow-up of engineering and vendor documentation reviews to ensure compliance with design dossier, SOR, Company specifications, Corporate standard and HSE regulation, international codes and classification society rules,
- To promote value engineering in the design with objective to reduce costs and optimize execution schedule,
- To ensure, in collaboration with Engineering Lead, that engineering deliverables produced by EPCIC contractors are properly assigned to and reviewed by appropriately qualified Project personnel within the specified time period,
- To supervise, control, review and coordinate EPCIC development in compliance with project specifications and procedures, organization specifications, with respect to cost, schedule and applicable level of quality and safety,
- To ensure EPCIC contract management with regards to all technical, commercial and contractual issues arising during Package execution and liaise with Package Manager on daily basis on those matters,
- To promote “No design change policy”, in order to deliver the Project in time and costs,
- To ensure that the design of the platforms meets all statutory host country and, where applicable, international requirements,
- To ensure that contractor queries are reviewed and responded to in a timely manner,
- To ensure implementation of the design change process,
- To manage potential deviations from the organization referential with the Engineering Lead and Package Manager for final decision on whether or not to implement,
- To schedule and organize HAZID/ HAZOP/ Project Reviews sessions with the organization, Contractors and vendors teams, ensure all necessary technical reviews are planned and executed, and actions closed out in a systematic manner,
- To ensure engineering support to construction and commissioning teams until handover to operations,
- To promote alternatives solutions to reduce and to optimise the duration for offshore installations, brownfield works (when applicable) and integration with existing facilities,
- To ensure close coordination within team on all engineering, constructability and operational matters,
- To ensure that relevant feedback from previous similar projects are considered to enhance project works performance,
- To attend and actively participate to weekly and monthly meetings with Contractors, and call specific ad hoc meetings as required,
- To ensure Company participation in equipment FAT, SAT and other inspections at site/vendor premises as required,
- To participate in follow up on the Project progress and risk reporting,
- To issue timely reply to various correspondences and issue correspondences on Company concerns as required,
- To manage timely handover of completed projects to Operations,
- To manage close out of the all the stages from Detail Engineering, Commissioning, Performance Tests completion, settlement of any claims, execution of close out certificates including for warranty period commencement, transfer and archiving of final documentations and issuance of close out reports,
- To carry out any other duty or task that may be assigned by hierarchical superiors.
CONTEXT AND ENVIRONMENT
- Major Projects involve the development of new offshore platforms, bridge and remote linked to the existing facilities, installation of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites. Projects will require complex interfaces with other entities of the organization.
- Interfacing with other entities to properly and timely define the integration projects scope of works (E&C)
- EPCIC execution shall take place at Contractor premises,
- Possibility of multiple worldwide missions or relocations to follow-up EPCIC phases execution with various subcontractors.
Qualifications & Experience Required
- Qualification: Bachelor’s degree or equivalent in engineering,
- Experience: At least 15 years’ experience in offshore oil & gas projects with minimum 5 years’ experience as Senior Project Engineer or Head of Package,
- Experience within a project team: At least 10 years’ experience at senior level within large multinational taskforce team environment,
- Experience in conventional offshore facilities at EPCIC stage is preferred.
- Available for technical missions worldwide,
- Language: Fluent English,
- Computer literate,
- Strong leadership skills and good communication skills,
- Ability to work on projects in a complex and multicultural environment,
- Good analytical skills,
