Environmental Specialist

  • This role will have overall responsibility for the environmental aspects of the Ethylene Storage scope of the RLP Project;
  • It is envisioned this role will reduce the risk of schedule delays, additional cost impacts, and scope change associated with environmental compliance and permitting for the Ethylene Storage scope of the RLP Project;
  • This role will be pivotal for not only ensuring we receive the appropriate environmental permits, but also in ensuring the requirements of the consent to construct (CTC), consent to operate (CTO), and all applicable rules and regulations are fully implemented;
  • This person must be a subject matter expert in environmental permitting and compliance in the State of Qatar;
  • It is anticipated this position would follow the Ethylene Storage scope from Q2 2023 until its expected completion in Q1 2027.


Your Tasks


  • Lead the ESHIA ITT process, including participating in the technical reviews;
  • Manage the ESHIA process and selected consultant;
  • Review and manage the ESHIA work including, but not limited to validating of baseline data, modelling reviews, assumption reviews, validation of results, application of best available technology (BAT), etc;
  • Obtain approvals and permits from RLIC including the environmental baseline assessment (EBA);
  • Lead/ensure the environmental monitoring effort for the site, if required by the MOECC;
  • Interface with COMPANY -RLC environmental and MOECC, as required;
  • Obtain the facility construction and operation permits;
  • Review design and identify any additional permits required for construction or operations (e.g., storm water discharge, approval to combine industrial and municipal wastewater, approval to use of off gas as fuel, etc.);
  • Complete assurance reviews and assist with the development of construction packages to ensure environmental compliance and identification of permitting requirements;
  • Serve as the environmental SME for environmental design-related questions and concerns;
  • Assist with the development and implementation of the environmental scope owner’s cost estimate;
  • Ensure CTC and CTO requirements are incorporated into the design and OR;
  • Lead the environmental OR effort;
  • Ensure compliance with CTC, CTO, and other environmental permits during construction and commissioning;
  • Assist EHS&S Manager in developing and maintaining the Environmental Management System (EMS), including any Lenders requirements, as applicable;
  • Advise and assist in developing waste management plans to keep all related parties aware of and compliant with set standards and requirements;
  • Maintain/ensure maintenance of accurate records related to environmental compliance in order to comply with regulations;
  • Prepare/ensure preparation of and submit monitoring and surveying records to local authorities;
  • Ensure that all relative reports are prepared timely and accurately, and meet the project’s requirements, specifications and standards;
  • Identify environmental improvement opportunities that align with project objectives;
  • Ensures Company Environmental policies are articulated, incorporated into Project specifications, and implemented in the work.


Your Profile


  • Relevant Engineering degree;
  • Minimum 10 years of relevant work experience in oil, gas, or petrochemical industry;
  • Prior experience with environmental permitting in Qatar;
  • Degree in Chemical or Environmental Engineering;
  • Relevant work experience in Qatar;
  • 15 years of relevant work experience in the petrochemical experience;
  • Permitting experience in Qatar, specifically within Ras Laffan Industrial City;
  • Permitting of greenfield projects;
  • Fluency in reading, writing, and speaking Arabic.
